The Tamar Estuary Management Taskforce (TEMT) is seeking community, business and stakeholder input into the Infrastructure and Amenity Master Plan for the Kanamaluka/Tamar estuary.
You can provide your input either through completion of this important survey and/or attending a series of drop-in community consultations in and around the Launceston CBD:
- 10am-12pm Saturday 1st March, Brisbane Street Mall
- 3.30-5.30pm Thursday 6th March, Tailrace Park
- 10am-12pm Saturday 8th March, Riverbend Park
- 4.30-6.30 Wednesday 12th March, Royal Park
We are also consulting with local business through the Launceston Chamber of Commerce and other key stakeholders such as community groups, recreational users of the estuary, landowners, representative organisations, local councils and traditional owners.
The online survey closes on Sunday 16 March 2025.
What is the Infrastructure and Amenity Master Plan?
The Infrastructure and Amenity Master Plan (Master Plan) will provide a framework to guide the delivery of a cultural and recreational precinct for Kanamaluka/Tamar foreshore areas.
Why are we doing a Master Plan?
The Taskforce released its draft Vision for the Kanamaluka/Tamar Estuary in June 2021. Community consultation on what people would like to see in final version of the Vision took place in two stages between August and November 2021. Community consultation included interactions via the project website, an online survey, interactive maps, and community conversations at eight community pop-up events.
The consultation and conversations highlighted community values and priorities. The feedback received led to the 10-year Vision for the Kanamaluka/Tamar estuary being endorsed by the Tasmanian Government in July 2022.
The creation of a cultural and recreational precinct was identified as a Vision priority and is named in the Tamar Estuary Management Taskforce Phase One: Implementation Plan 2023-2027 endorsed by the Tasmanian Government in 2023.
The cultural and recreational precinct aims to revitalise the waterfront, bringing people to the water’s edge and connecting key areas of Launceston.
The Master Plan consultation process will identify and highlight infrastructure and amenity options for the precinct.

What will the Master Plan do?
It will:
- build on and bring together technical and community engagement studies that informed the Vision
- form the basis for specific project works and applications for government funding in a staged process, leading to the realisation of the Vision priorities set out in the Implementation Plan.
Which areas are being considered within the Infrastructure and Amenity Master Plan?
The Master Plan will address infrastructure and amenity solutions along the upper estuary and lower North Esk River, with connections to the wetlands trial site between the Henry Street Bridge and Hoblers Bridge.
The areas in orange below will be considered within the Master Plan.

Infrastructure and amenity projects outside of these areas are beyond the scope of this Master Plan.
